Open an image of a woman in photoshop.

Go to Image > Adjustments > Desaturate
Now go to Adjustments > Posterize…
Use the following settings:
Now open a new document in photoshop the same size as your image.
Now select a fancy brush of your choosing. I used a large rose with chroma… standard in CS5. I chose different colors and sizes and scattered them around.
Now drag and drop your “woman” onto this document with the flowers.
Resize as needed.
Copy the background layer with the flowers by pressing Command J.
Create a new layer and place it in between the two flower layers and fill with white.
Now select the top layer with the black and white image.
Got to Image > Adjustments > Invert
Now go to Select > Color Range…
Choose white.
Now select the first Flower layer and press delete.
Hide the black and white image (keep it hidden) and you will see this:
Now select the eraser tool and use the Flower brush to erase a few parts on the white layer.
Now select your text tool. The font I chose was Porcelain. I just picked a color from the flowers and used that. I then went to the warp tool.

On the text layer, I used the following blending options:
