Open a new document in photoshop sizing:
Be sure to set your background and foreground colors to black and white.
Go to Filter > Render > Difference Clouds…
Repeat this about 4-5 times on the same layer.
You will have this:
Now go to Image > Adjustments > Equalize
Now go to Image > Adjustments > Shadows/Highlights…
Use the following settings:
Now go to Image > Adjustments > Hue Saturation…
Use the following settings:
