This Photoshop Tutorial will teach you how to make a raining effect.
Open an image with a sky in Photoshop.
Duplicate the layer by pressing Command J.
Select the magic wand tool from the tools palette.
Make a selection of the sky.
Go to Filter > Render > Clouds
Go to Select > Modify > Expand
Use the following settings:
Go to Filter > Blur > Motion Blur
Use the following settings:
Add a new layer. Rename it Rain.
Choose a blue foreground color in the tools palette.
Using the paint bucket ,
fill in the selection already made on the new Rain layer.
Go to Filter > Noise > Add Noise
Use the following settings:
Go to Filter > Blur > Motion Blur
Use the following settings:
Now change the Opacity on the Rain layer to 65%.
